It’s a good question! The answer is “anything.” Either depending on your preference, or what works best for what you’re pasting. Glue, regular tape over, or double-stick tape under are the three most common.
(Just a note, I’ve taped receipts to my pages, but the tape adhesive actually turns receipt ink into disappearing ink and the spots beneath the tape turned blank, so I tape those more carefully along the far edges now.)
As far as staying put, the pages react wonderfully to adhesive. Glue will ensure they stay permanently (you’ll need more input from others who use glue, I’m a tape person), but tape works fine just as well. I personally love how the tape sticks strongly enough, but the Tomoe River paper won’t rip if you need to carefully pull it back off and readjust.
